The contemporary international legal system has failed to provide just and sustainable security due to its secular foundations, unjust structure, and domination by hegemonic powers. This failure makes the Quranic model of security governance a global-legal necessity. This research aims to extract, explain, and analyze the model of "transcendent security governance" from the Holy Qur'an and comparatively reinterpret it within international law. The research method is qualitative, combining thematic Quranic exegesis and comparative legal analysis. The findings show that the Qur'an defines security not as a technical-administrative mechanism but as an existential-ethical process organized across five interconnected levels (existential-heartfelt, individual, social, international, and eschatological), based on principles such as monotheism, piety, structural justice, fidelity to covenants, trusteeship, and active pacifism. In contrast, the contemporary international legal system suffers from four fundamental crises (epistemological, anthropological, structural, and teleological), rooted in secularism, absolute state sovereignty, and moral relativism. The conclusion is that the Quranic model, by offering a framework based on comprehensive justice, collective responsibility, and existential security, can provide a transformative path for rebuilding global governance and fostering inter-civilizational dialogue
